so it says 100% chance to give 100% mana regen after using to get a soul, but nothing happens. Please fix I wasted 2 talent points for this.

Works perfectly fine for me.

Make sure you are the one actually getting the killing BLOW on it, not your pet.

For it to work the Drain Soul needs to get the final damage, not your pet or DoTs. And yes this is how it is intended to be so there is nothing to fix.
