I am above the level requirement, don't have it, and still the quest giver won't give me the quest.

Tried submitting it to the bugtracker but it won't send me a confirmation mail so I can't register.

You pick up the quest from the warlock trainer in the town outside the main city, for an Orc thats Razor Hill, for Undead thats Bril, go there to get the quest.
