Nostalrius Begins - Quality wow vanilla realm (1.12)

What are the full requirements for imp delivery to accept the quest? I finished the previous quest's in the chain obtain the stardust......turned in that quest to Gorzeeki Wildeyes. A new quest window opened allowing me to accept imp in the jar, which i thought the jar was provided for free. Then i got the error "did not meet requirments."
Im unable to see the quest provided by him now, and lost my stardust. Is it bugged or did i do something wrong?

usually because you are not the proper lvl requirement to pickup the next quest in the chain

I am 60

I did these quests in this order....
Lord Banehollow > Ulathek the Traitor > Xorothian Stardust > Imp Delivery ( Where i was able to accept, then it denied me access)
Do i need to finish the other chain as well?
Doomsday Candle > Bell of Dethmoora > Wheel of the Black March > Arcanite

you need to complete all of the steps in the questline

this includes all turn ins (dark iron, elixirs of shadow power, arcanite, etc.)

the only thing you DO NOT have to do is buy the candle/wheel/bell if you know a warlock who already has them
