Looks like they forgot to put the quest in if you're on the PVP server. It should have been added in 1.4. You can also learn the infernal spell from the book in LBRS. Odd seeing as the Doomguard quest which came out with 1.4 as well is currently in and completable.

Unfortunately this quest has not been added yet, I will search the bug tracker

The Infernal Q is added in 1.7, which the PvE server is not at yet, you only just had Dire Maul released. The PvP server I think will have the quest now, since the ZG release.

We're on 1.3 patch on PvE server and just got Dire Maul. I have the infernal summoning spell already from a book in LBRS. Even before DM was released actually.

The quest in Felwood I could start but not finish iirc, like the follow up quest was not implemented yet.
