Because it's really the only way to be competitive on the meters, which isn't necessarily needed. However, in guilds that are pushing for faster times means a lot less care to the other raiders and their health pools. In slower guilds, HT and Rejuv spams work just fine.

I alternate between Regrowth and HT myself.

Regro build is an alternative to, usually, only one path for a high level healer druid - "healing-touch-spam-machine". It should be considered in every guide, with the mention of pros and cons.
Having an opportunity to choose between something is always a great thing.

In this regrowth spec i can still spam HT3/4 forever without running out of mana anyway. If there was a long fight i would just do it. There isn't a long fight. Some times i mix it up a bit depending on mana or if tank/raid heals etc.

HT3/4 spammers who are short on mana all the time should definitely look at Moonglow though if tranquil spirit can't do it for you.
