Boomkins do have Innervate and, assuming they aren't giving it to a healer, they should not be running OOM. Assuming the RL is doing his job the composition should be such that a Boom would have it's own innervate available.
Here's another thing to consider. Some guilds don't run a full 40 man raid so it could be even more of a stretch to look for a raid spot if your guild falls under this category. In fact, for later raids with a smaller raid force, it just wouldn't be feasible to have a Boomkin in there unless the composition was exactly right.
