Nostalrius Begins - Quality wow vanilla realm (1.12)

Hey guys,
I know this may sound like a very noobish question but how does the talent points spent in Improved Mark of the Wild actually work?

What I mean is: the effect of the buff that you can read from hovering your cursor over the spell, translates to a much weaker buff once you pop the spell and hover over the active effect of Mark of the Wild.

Any insight as to how MotW actually works?
