Unable to cast Healing Touch on Allies at low level

Hi Everyone!

Just need some quick verification on a potential bug. At low levels I'm unable to cast healing touch on allies. Rejuvenation works fine, but when I attempt to cast healing touch on an ally, the heal just hits me instead. Is this a known bug?

Sounds like an issue with an addon or alt self in combination with an alt modifier hotkeyed heal to me.
