Cenarion Vestment +healing

Hi all, I was just hoping someone could help me clear this out. On the vanilla database, it says that Cenarion Vestment gives 3 mp5 and 22 healing, while this druid I inspected on PvE realm the other day had Cenarion Vestment giving him +40 healing.

I don't remember ever seeing Cenarion Vestment giving that much +heal, and I've been on WoW Feenix for a while. It this the patch thing - the PvE realm being 1.4? Can anyone from PvP realm confirm if that's the deal?
