Nostalrius Begins - Quality wow vanilla realm (1.12)

Hi,
before i make a bug report for this i thought it may be a good idea to ask you guys.

I noticed the claw spell (rank 1), when in cat form, did around 44 damage when i watched the combat log. I thought that was a bit low cause the tooltip shows 60 to 69 damage.
When i check how much damage the spell should do here: http://db.vanillagaming.org/?spell=1082 i noticed it says 27 dps.

What am i missing here? Is the tooltip wrong?

armor maybe?

Claw does your base attack damage +27 -enemy armor. So around 44 should be right.
