Question about Windfury and weapon speed

How exactly does WF scale to weapon speed? I know when WF got the internal cooldown you wanted 1h weapons that were close to 3 seconds so you could capitalize but without the cap is it in our best interests to find the fastest weapons to proc it?

For PvP you would want high burst, so high max damage which means a slow 2h.
For leveling a 1h + shield would be better imho. You'll have way more procs + the armor is awesome. But in the end, WF isn't super for leveling anyway as you can't rely on it.
