Which ones should i use while leveling? For highest possible dps.

Flametongue for consistent DPS, windfury for awesome RNG chains. The second question doesn't really make sense since searing is fire and strength is earth so you can use both simultaneously.

So which is actually faster? I've heard flame w/ a dagger + shield for the consistency but does it really come down to preference?

2H + WF will just depend alot on your weapon. IF your weapon sucks you will be getting hit alot with no shield. You don't benefit from going for a really slow 2H weapon until you get SS either. Since you will also wearing leather until you are past 40 a shield would never hurt.

Flametongue with fast MH + shield. Precast Lightning shield. Searing totem when you have agroed the mob. The searing should still be up when you pull a 2nd mob.

At lvl 40 you can switch to 2H if you get stormstrike and a good max dmg weapon. This route requires you to upgrade your weapon else you will become alot less effective. Sometimes that requires you to start lvling a new weaponskill from zero. For example; u used daggers till lvl 40; you switch to 2H axe (SM axe), you get the staff from the Mara princess Q > lvl staff > you buy Twig of the world tree ....

After you get Windfury Weapon, yes. Rockbiter is arguably better than Flametongue for slow 1h weapons prior to level 30, but you won't even notice the differences they will be so minimal. After level 30, go windfury.

What about 2H weapons? I'm using rockbiter for a rather slow 2H weapon, since it seemed to give the best DPS. Currently level 13.

Yep keep doing that until you learn windfury.
