No, it can't. That was nerfed in patch 1.9.

Unfortunately not how the server works. The only progressive content is the PvE content and the item statistics.
Not any class, talent or such mechanics are progressive. They are all fixed in patch 1.12.1. - That was the most "balanced" version of Vanilla after all.
