you read wrong, it was added in the TBC pre-patch, which was 2.0

It was added to 1.1.0 (alpha/beta) vanilla. But it was removed later.

Patch 1.1.0 (2004-11-07): Removed.

Later it is added again on

Patch 2.0.1 (2006-12-05): Added as a talented ability in the Retribution tree.

With T2 and other random epics with UTB I was stunlocking warriors with CS.

I believe the Devs said so a while back in their longterm plan - once KT is on farm for an amount of time, they would open up a TBC server and players with level 60 characters would have the option of transferring their toons there to begin playing the xpac.
