Holy Shield before 60?

Hi guys.

I'm a Paladin tank and I would like to ask you if Holy Shield is better than Consecration. How do I keep aggro of mobs if I don't have Consecration in 5-mans? I read that Holy Shield damages whoever is attacking me and causes more threat. Is it a good idea to be fully Prot before lvl 60, without Consecration? Only PVE.

overall for 5man tanking consecration is better and highly important to use.

holy shield is good for Boss fights but 2nd choice for 5mans.
