Reckoning ~ cant the proc hits crit?

The initial hit I make, crits. But the procs from reckoning stacks, cant seem to crit? I have 22% crit and tried several times now, but it dosnt crit?

Is it intended or a bug?

all of the extra white attacks in a Reck bomb have a chance to crit so either it's a bug or you've had really bad RNG luck
