
EDIT: these 3 steps can be done in any order, depending on your priorities. If your prio is anti-gank, go prot first. If tanking, go holy. If questing and soloing, go ret. Assiming you want to tank, first, do this: http://db.vanillagaming.org/?talent#sxVz so you have Consecrate.
Then this: http://db.vanillagaming.org/?talent#sxVzZVhthczx so you can tank even more betterer, and use Reckoning (you can swap the 3 points from imp. HoJ to Shield Specialization if you want, personally I like the short CD stun better both in dungeons and pvp - at low levels when you're blocking for 15 or 20, blocking an extra 3 or 4 is a bit meh and the stun is more powerful imho). You can swap things around to take Anticipation if you want, I personally don't miss it while tanking low level dungeons.

That will give you a pretty good overall mix, you can tank and AoE grind (I was pulling 4-5 equal level mobs at a time in EPL with this build recently), and you still have +crit and Reckoning for gank protection. You could go into Ret tree first for the shorter Judgement and +crit too, depends how urgently you want to tank.
