How effective are prot pallies at holding aggro at these low levels, having established that if threat is lost it's pretty much impossible to get it back.
If you don't plan to raid and you only wan to do 5 man dungeons, you will have a blast if you first have 11 points into holy for the AoE, it makes tanking a lot easier.
Tankadin are AoE tanks and holding aggro is ease pretty much from 20-60

I have tank dungeons as Holy, plus I have tanked them as Ret in the past. It was just as successful as when I was Prot, however I took a lot more damage.

Correct, while a lot of holy can spike threat pretty quickly, Holy Shock can even used as a form of Taunt.
