Maybe he talented the 15% ? That would result in 31 becoming 35,65 .

Also in your bug report you posted 2 entry's from wowwiki which both seem to state different formulas. If I would be a mod I would be confused as well.

Also both sources are from well into tbc and none of them states that they work the same as in vanilla.

Just trying to clarify why that report likely was marked invalid.

This video is a great video to see how the threat system should work. Yet after I watched it I don't think that it proves your theory.

Before I come to my arguments why I want to explain some things which we see in the video which might not be seen by everybody:
-on the right side we have ctraid addon which shows the target and the targetstarget of certain raid members
-both , the pov mage (sheeping cross) and one other mage (sheeping skull) are listed in ctraid
-the pov mage is the fifth from the top of the list, the skull sheeping mage is forth
-we can see perfectly what numbers the pov mage is damaged and healed for
-the pov mage is healed only by his own bandage

How threat system works (see threat guide for long version):
Healers only get on the threat list if they heal or buff a target that is allready on a mob's threat list.

Also only boss mob's put everything in the instance on their threat list, their adds don't.



So if watch the video now we can see in ctraid that whenever the skull breaks it targets the priest in grp 6 or the priest in grp 5.

Also we see that whenever cross breaks it always targets the pov mage, yet we can also see that the pov mage was never healed by anybody so there is no one else on the mob's threat list than the pov mage.
As hunter pets pulled the boss, which than died, the pov mages sheep puts him top of the threat list.

So we actually see that priests were able to get aggro from the sheeped skull. Likely because they healed the mage sheeping it.


Result:

Like in kengo threat guide healers only get aggro if they heal a target that was on the sheep's threat list before it got sheeped. And this exactly how it should work.

If you want to try this out. Go a dungeon and do a sheep pull than make sure that the mage is not healed or buffed by anyone during the sheep. But also make sure that your healer heals other group members while fighting the other mob's. When all mob's except for the sheep are dead check the sheep's target as soon as it breaks. It should be the mage as he is the only one on the threat list.

There is no hunter to pull at very beginning here , you see there is the Maintank with Healers pulling all and the Maintank didn't die this time.

2:33 the polymorph target (sheep) moon run toward mage instead healers who are healing the Maintank!

2.9312256 (weapon speed+weapon damage) - 1 (for 1h) = 1.9312256 (seal of righteousness damage)

9.2% per 1.0 weapon speed * 2.20 (weapon speed) = 20.24% (increased spell damage by judgement of the crusade)
20 / 20.24% = 4.048 (damage increase by judgement of the crusade)

1.9312256 (seal of righteousness damage) + 4.048 (damage increase by judgement of the crusade) = 5.9792256 (judgement of the crusade + Seal of righteousness)

assuming the AP (according to wowwiki 220 AP=1 or 2 damage)

example with 220 ap = 1 damage assuming
(21 Ap unbuffed + 20 from blessing of might) = 41 (Attack Power)
(assuming 1 damage) 41 / 220 = 0.18636363636363636363636363636364 from AP
5.9792256 (judgement of the crusade + Seal of righteousness) + (assuming 1 damage) 0.18636363636363636363636363636364 = 6.165589236363636363636363636363 (Seal of righteousness with Judgement of the crusade + 41 attack power using 220 ap 1 damage)

(not sure how he was hitting sometime 7 but he swing mostly 6) but i assume the extra damage variation per chance (which shows the same on every other video from other expansions (TBC and Wotlk)

The level 32 paladin is using heavy spear (can be seen at the end) and he has Consecration, which means he might have used points in Improved Seal of Righteousness (but we don't know). Also he is using Rank 4 Seal of Righteousness

Using wowwiki formula which was finalized in late TBC for 2-handed this time:

1.2 * (668,676 * MWS / 100) + 0,03 * (MW + mw) / 2 + 1

1.2 (for 2h) * 25.409688 (for weapon speed in tooltip) = 30.4916256 (for weapon speed and 2 hand)
0.03(weapon coefficient) * 170 (min+max weap dmg) = 5.1 (from weapon coefficient)
5.1 (from weapon coefficient) / 2 (for 2h) = 2.55 (from weapon damage)
30.4916256 (for weapon speed and 2 hand) + 2.55 (from weapon damage) = 33.0416256 (weapon speed+weapon damage)
33.0416256 (weapon speed+weapon damage) + 1 (for 2h) = 34.0416256 (seal of righteousness damage)

assuming the AP (according to wowwiki 220 AP=1 or 2 damage)

example with 220 ap = 1 damage assuming
(at the very end of the video you could see that he have 300 AP by Gear)
(assuming 1 damage) 300 / 200 = 1.5 (damage gain by AP)

Reflective Damage is activating Auto-Attack prematurely and removing Reckoning charges as a result

It is reported and reply with 100 evidences as i personal tried my best to prove it, Nano decide to set the report to "invalid" same as he did toward all the other reports , problem is that once he set to "invalid" he never check and reopen when pure evidence is given to reply's afterward. And multiply report end up as Duplicate and automatic closed.

seal of command should miss/parry/dodge and partial resist if person don't have enough hit rating , this is working as intend .

anyway you at least can see the delay of seal of command there.
