This clearly shows that the person does Dodge/Parry with Seal of Command and Nano just Confirmed this Bug as Bug instead Invalid.

Meanwhile he completely avoid in this Bug

Why is it called "average resistance?"
For spells that have a non-damage effect such as slow, root, stun and the like, you'll either totally take the hit or totally avoid the hit.

The average resistance is the chance you'll totally avoid the hit.
Adding the word "average" is a little redundant in this case.

I've had several partial resists on holy damage against mobs 2-3 levels above me. I thought that was common. Although I was only smiting since 1.10 which is after this change.
My metric for partial resists are when a spell that hits for 400 base damage randomly hits for like 150 and shows as much in my hitsmode.

Holy Spells can't and should never "Full Resist" with exception of "Melee Hit rules for Judgement of Command" (instead dodge/parry miss it should do resist)

Partial Resist should exist in such amount of following the level and spell cast rules

Example :

Seal of Command and Judgement of Command should follow the rule by "Glancing Blows" , so the resist you see from this Ability should be the damage reduction from "Glancing Blows"

Judgement of Command should follow the rule of Melee Hit Rating and should Resist instead Dodge/Parry/Miss.

Seal of Righteousnes should not be affected by any resistance since this Ability can't be resisted , mitigated or reduced.

Hammer of Wrath should follow the rule by "Range Abilities" like "Hunter Range Damage"

Holy Shield , Blessing of Sanctuary , Holy Wraith , Consecration follow the rule by "Return Damage" and not "Direct Damage"

Exorcism , Judgement of Righteousness and Holy Shock does follow the rule of "instant" "Partial Resist" and have 5% Damage Resist toward Boss targets.

Smite , Holy Fire does follow the rule of "casting" "Partial Resist" explained to the formulas and work same as "mage fireball" abilty.

(For example Chromaggos and Draconoids) when they get "High Resistant" to other spells should Affect Holy Spells

Seal of Command ,Judgement of Command , Seal of Righteousness , Blessing of Sanctuary , Holy Shield , Consecration which are not following the rule of "Casting" and "Direct Spell Damage" Abilities should not be affected by Boss "High Resistance" .

"High Resistant" "Partial Resist" should only be affected by : "Judgement of Righteousness" , "Exorcism" , "Holy Fire" , "Smite" .


In 1 word : Partial Resist should exist according to explained rules , but Full Resist should never exist since there is no "Holy" stat to the elemental Schools with exception of Judgement of Command.

We have the most clueless isvv leader in server sadly. There is no point anyone to bother with Modify server which never will be Blizzlike and isvv team just do bugs in their own "self knowledge" version instead evidences posted.

I like the way how Fenrir and Link work and cooperate but Nano as long as he is Leader all our Bugs will remain Bugs and never Blizzlike because Nano instant invalid and never accept to cooperate and talk with us how our abilities work in which way. Where he have no clue how our abilities work at all.

I may disagree with you on a lot of things Duki, but you're definitely right on this one.

This holy resistance bug is going to be a major problem if it isn't resolved soon, especially by AQ, as Ret DPS becomes viable in AQ, and competitive in Naxx. It would be an immense pain to have to use a piece of Spell Penetration gear.

It just seems like the devs are hellbent on making Ret worse than it already is. Yes, Ret in retail vanilla was pretty bad, but only because people didn't know how to gear themselves, and Blizzard didn't give them the right gear to actually DPS until AQ. We have knowledge that retail vanilla players didn't have, and we have 1.12.1 spells and talents. Ret is completely viable, maybe not competitive, but definitely viable. These devs need to stop sippin on the "lolret" juice and fix this shit.

At least this one finally got confirmed - albeit it's for PvP Reck spec Paladins only:
