I may be a patch early in assuming that, but I don't feel like it is natural to have seals purged on this patch. Any other feedback is welcomes. I would like this discussion so I may report it on the bug tracker if this is a bug.
I don't even think Paladin seals were non-dispellable in TBC. If a Shaman or Priest is aggressively dispelling your seals, you have two options: spam Rank 1 Seal of Righteousness or spam Rank 1 Seal of Command.
If they are legitimately being ridiculous and spamming dispels non-stop, Rank 1 SoR is the way to go since it's 20 mana (SoC is 65). Your goal is to go defensive and watch them annihilate their mana pool.
If they are dispel-happy but not pulling the trigger for a few seconds after they see the seal animation you can use rank 1 SoC. I would really consider always using rank 1 SoC until you HoJ. It's just as good until you judge it and lots of fights in vanilla come down to mana bars.
Dispel Magic is very expensive. It's 18% of base mana, and unless Priests have drastically lower base mana than Paladins and Shamans that's close to 270 mana per cast. Purge is much cheaper at 10% (150ish).
If you get R1 SoC dispelled 6 times you lose 390 mana. A Priest loses 1620 and a Shaman loses 900.
