Question regarding debuff limit and Consecration

So is this a bug or is it working as intended?

1st Issue with Consecration:
At the moment Consecration stops doing dmg as soon as the 8 debuff slots are filled. Consecration itself doesnt add a debuff on the mob (no debuff icon ) and that makes me think this is some kind of a bug.

Since im not very familiar with vanilla debuf mechanics and how AoE spells such as Consecration work, I'm asking fellow paladins to tell me if this is working as intended or should I make a bug report about it. It makes one of the most amazing dps aditions in a paladin's rotation not useable in raids 99% of the time.

2nd Issue with Consecration:
When two Paladins cast Consecration on the same spot only one Consecration is active/ doing dmg while the 2nd Paladin's Consecation doesnt deal any damage. Im almost sure this is some kind of a bug since 2xBlizzard are doing damage when cast on the same spot and other similar AoE spells. (if im not wrong)

Please Elaborate about these two things I've noticed about Consecration, if you can find any evidence about these two issues.

wayyyyyyyyy way back originally consecration was a debuff but was changed to similar are type spells/effects - perhaps the code here is somewhere between the two hence why 8 debuff slots not allowing it to tick or two paladins dropping their consecrate in the same area and allowing only one of them to tick

either way it is a bug and would need to be fixed.
