Weapon/Item enchant/procs scaling here?

Just curious if weapon/item enchant/procs are scaling here on Nostalrius or not?

Ie: Fiery Blaze Enchantment, Fiery Plate Gauntlets, Storm Gauntlets, Blazefury Medallion, Fiery Retributer (once ZG is released)

Also whether when these enchant/procs items crit whether they also trigger vengeance as well - or all other enchant/procs for that matter?
