i have a question about this SOC it says f.eks that it increases holy dmg mobs takes by up to 20. does that means it will do anywhere from 1-20 extra holy dmg? because now im doing 9 holy dmg with SOR.

also. what is the ideal weapon speed for using SOR with 1h?

I think you mean Seal of the Crusader and the general acronym for that is "SotC" so as not to confuse it with Seal of Command which is known as SoC

SoR scales with a percentage of spell dmg and +holy dmg:

HEALING/SPELL POWER COEFFICIENTS IN PATCH 1.12.1
10% Seal of Righteousness with 1 handed weapon
12.5% Seal of Righteousness with 2 handed weapon
50% Judgement of Righteousness
20% Seal of Command
29% Seal of Command (only with +holy damage bonuses)
43% Judgement of Command
33% Consecration
43% Holy Shock
43% Hammer of Wrath
43% Exorcism
19% Holy Wrath
00% Blessing of Sanctuary
20% Holy Shield
00% Retribution Aura
71% Holy Light
43% Flash of Light

Also, since SoR procs off of each white swing, swing speed doesn't matter as the dmg will always average out to be the same over time (i.e.: fast weapon will have small SoR proc whereas a slow 2hander will have higher SoR proc but the dmg ends up being the same as swing speed is factored in)

It's just that 2handers have a slightly higher spell dmg scaling than 1handers 10% versus 12.5%

ah i see. so it doesnt really matter if i use a 1h with SOR or 2h with SOR dmg wise? only that i have a better survivability with 1h + shield

That's correct - the only time swing speed matters with SoR would be a Holy/Reck build where you want as slow a weapon as possible in order to dish out as much first as possible with a Reck bomb
