I am leveling my paladin as ret for leveling then later as tank, or maybe tank all they way. either way do i put my 1st 10 points into divine strength and divine intellect? I realize i need those for consecration for tanking, but should they be my 1st 10 points?

yes aoe for dungeons is something the best.

you may switch by your own choice divine int for improved seal of righteous but this wont matter much since your treats will be the aoe and retri aura . cheers <3

Duki is right, play what works for you.

Another option is Spiritual Focus for much easier soloing, plus you can offheal while you tank, if you have the mana (not recommended at higher levels).

Imp SoR can do wonders for your mana efficiency if you manage your threat very carefully. My last SFK at level 22 was done without me needing to drink even once.

DI is best if you mix in some INT gear at low levels, as your base INT will be garbage. You don't need to be terribly tanky for low level stuff, and can be great training wheels to use while you learn to manage your Mana.
