what flash and holy light ranks are you supposed to use in 5-mans and in raids?

There is no single answer really. Especially if you have much +Healing.

I am using all ranks of Flash/Greater heal in instances to reduce overhealing (and mana use), but only highest renew rank. (I don't have the DMF card, so no need for lower rank renew)

Generally, you should always use max rank HL, as it is more of an "Oh, Shit" heal, particularly when combined with Divine Favor, which it usually is. Whereas other healers have VERY efficient big heals and inefficient fast heals, for Pallies, it is the other way around. If you are spamming any rank of HL on your target, You're Doing It Wrong.

For FoL, the conventional wisdom is Rank 1, Max Rank, and your choice of Rank 3 or Rank 4, depending on where your +healing is at. Also, all ranks of FoL have the same coefficient, as you don't get FoL until level 20, the cutoff level for downranking penalties.

As for HS, same deal as HL, only more so. Max Rank, all the time.

You lost me on this part. Use ranks 1, 3, 4 and max? You have way too many "ranks" being discussed here. I assume you're referring to different concepts?

Start with rank 1. when you spam it, if the dps to your target is greater, up the rank.
Match effectively and go from there.

For Me, normally I can use rank 1 until I get about level 50ish, then I keep Rank 3 as a standard go to flash. Some just use max rank for dungeon and then just play around with down-ranking come raids.

Holy Light I use rank 3 or 4 based on what I need for a big heal. but hey go crazy and use max rank if you only need it once or twice.

the reference is explaining how you have to change down ranking as your +healing goes up.
if normally your topping HPS with rank 4, but you recently got better healing gear, you might downrank it to rank 3. However if your losing a target faster then your HPS you want to go max rank to make sure the target doesn't die

in the example given above, they explain to start with r1, then use max rank, then finish with r3/4 depending on what your +healing is currently equipped (better healing = lower ranking)

Healing isn't complicated. Down ranking can if your not smart about your mana. Ranks can also change based on blessings. Blessing of light changes my downranking completely, but in 5 mans, I normally am not using BoL since the want kings/Wisdom/might/Salv.
