I cannot find a decent guide that lists enchants and consumables. It is my understanding that int elixirs don't stack with AI? Any help or advice would be much appreciated

-----Here you will find a complete table of buff foods. Your first impression might be, that this is a far too long/expensive list, far too demanding. That's why I'd like to calculate buff food from the cheapest (regarding the effect) towards the most expensive. Fights like Viscidus, C’Thun, most encounters in Naxxramas can all benefit from resistance potions, Flask of the Titans, and stamina food. For anyone who wants to say "but we have Divine Shield". Yes we have. But it only helps as long you know what's going to kill you, activate it fast enough and last but not least have the CD ready.

Hate them or love them, it is literally impossible to survive in Vanilla without them especially on this server where everyone and their mother uses them. ... So in short, Consumables are somewhat important and many serious raider wear them like a badge of pride, as proof of their skill and dedication.

This offers two questions:

Which consumables should we use, given a budget?
Interesting numbers in the tableau. Brilliant Mana Oil, Nightfin Soup and Sagefish are the best progress buffmats. Greater and Superior Mana Potion are suprisingly good. Flasks are nowhere good.

Do I have to use consumables? And if so, which ones?
Static consumables are no must have on all fights but on some (except maybe for Brilliant Mana Oil which is always great). Having Runes and Mana Potions of every sort in your bags on the other side is a requirement without question. Static consumables - be it the protection potion, stamina food, mana enhancing stuff - are dependent on the boss fight.

List of buffs for special progress gained in instances or that are unique
Slip'kik's Savvy - Increases your Spellcrit by 3% for 2 hours. DM North Tribut Run. Useful for Progression Raids.
Fengus' Ferocity - Increases your AP by 200 for 2 hours. DM North Tribut Run. No use for Healing Purposes.
Mol'dar's Moxie - Overall Stamina increased by 15% for 2 hours. DM North Tribut Run. Useful for Progression Raids.
Rallying Cry of the Dragonslayer - 140 AP, 10% Spellcrit, 5% Meleecrit. Turning in Onyxia's or Nefarian's Head.
Spirit of Zanza - Increases Stamina and Spirit by 50 for 2 hours. Gained for 1 Token from the Zandalar Tribe. Unique but a potion so can be used when needed the most.
Spirit of Zandalar - Increases Stats by 15% and Running speed by 10% for 2 hours. Gained by turning in the Heart of Hakkar.
Blasted Land Buffs - Increases 1 Stat by 25 for 1 hour. Gained by finishing the Quests of Bloodmage Lynnore and Bloodmage Drazial. The buff is given by completing the quest as well by the item gained by the quest. It takes a lot of time to farm, so the Ratio (value/efford) is expected to be very low. Every stat has its own Quest and required Items.
Sayge's Fortune - Offers either 10% to a Stat, 10% to Armor, 25 to all Resistances or 1-10% on damage. Buffs are exclusive, so we go for 10% Intellect by clicking two times the second option.

The only recommended buffs for a standard raid are Sayge's Fortune if the Darkmoon Faire has set it's tents next to your town and Spirit of Zanza. All the other buffs should or have to be ordered or organised by your raidlead. Especially forming a group for a tribut run before a raid might not considerable increase your Healoutput, but is a godly buff setup for your tanks and melee. So help out if needed.

Check out my consumables list for what you can use. Note that the above by JCarrill0 has multiple items that get overwritten with basic raid buffing so it could lead you astray a bit.
