I havn't been able to find any bug report section (if there is, someone point me there plix) so I'm just gonna write this here.
From what I have been able to discern, palas currently is the most buggy class and here are some things I've come across.
1. Benediction does not work at all.
2. Reckoning only stacks once, while it's supposed to stack 5 times. EDIT: nvm, it does stack five times, dunno why it wasn't working for me at first.
3. BoS can crit.
4. Retribution Aura can do dmg through Divine Shield.
5. SoC procs can be dodged or parried.

As per usual, Paladins are the most bugged class on a private server.

I believe SoC procs should be subject to physical attack checks. they should also crit for 2x and behave as physical attacks despite dealing holy damage.

Then you're wrong, SoC has never been dodge- or parryable in retail, they count as special attacks or w/e it's called (like mortal strike). But if you dont have enough hit%, it's the auto-attack, not the SoC proc, that doesn't hit.

special attacks can be blocked/dodged/parried...

I'd look at it this way. SoC is a melee attack that gets triggered when it procs. Despite the fact that it deals holy damage and is yellow, it is subject to all the checks that melee attacks are subject to. That is hit/miss/block/dodge/parry as well as 2x crit (spells crit 1.5x).

hope you learned something.

1.3.0 patch Notes wrote:Seal of Command - The damage effects can now be resisted instead of dodged, blocked, or parried.

No, it should not do any melee checks, because currently it is counted as both, spell and melee, so effectively it gets blocked + resisted on same hit. Rogue renders you totaly useless when evasion is used, and considering paladins allready having really low damage (except with the bug of judgment of crusader, except ofc there is no point if hit is totaly avoided anyway) I call for a fix.

another thing that should also be looked into:

Add the 0.5 sec delay on SoC proc after a white hit so we get benefit from vengeance ++
