I know the BIS list assumes fully consumed but I was thinking Ringo's should be added to the honorable mention list since for certain situations it's better bloodvine boots with the 2% crit bonus. Here's my logic.
DMG = (0.83+hit)[(446.5+0.813*Sp)(1-crit)+(446.5+0.814*Sp)(2*crit)] = (0.83+hit)(446.5 + 0.814*Sp)(1+crit)
So for calculating crit -> Sp I equate increasing crit by 1% with increasing spell power by x amount.
(0.83+hit)(446.5 + 0.814*(Sp + x))(1+crit) = (0.83+hit)(446.5 + 0.814*Sp)(1+crit + 0.01)
The hit portion doesn't matter so we can cancel it out both sides and we end up with.
(446.5 + 0.814*(Sp + x)(1+crit) = (446.5 + 0.814*Sp)(1+crit + 0.01)
Then just solve for x and you get what adding 1% crit equals to in spell power.
x = 1/0.814*((1+crit+0.01)/(1+crit)(446.5 + 0.814*Sp) - 446.5) - Sp
Note: Sp = your spell power, crit = your crit %/100
So I used this and assumed if someone is flasking and have something close to full BIS they'll have like 750 spell power and probably 20% crit. For this situation x = 10.821 spell power.
So bloodvine boots give 19 sp + 2% crit = 40.642 spell power (41.37 if you include the extra int from bloodvine boots). Ringos gives 40 spell power so bloodvine in this case is slightly better.
However let's now see if we have 25% crit. In that case x = 10.388, so bloodvine gives 40.47 spell power. Basically 0.47 spell power better than Ringos. At around 28% crit Ringo's ends up giving more equivalent spell power than Bloodvine.
Now why I think Ringo's should be atleast added as an honorable mention is because if we take the flask assumption out it becomes better. For 600 spellpower and 20% crit x = 9.571, and Bloodvine boots essentially give 38.78 spell power. However the difference is quite small and won't really make a noticeable impact on your DPS. Basically I feel like Ringos should be treated more or less equal to bloodvine boots.
Anyway guys lemme know what you think or if you see any errors in my calculations/methodology.
