If you actually take that comment literal, Id suggest you try rereading it.

Improved Blizzard is nice for AV pile ups and AoE farming mobs as Frost.

That's about it. If you want it for anything else, at least stop at 1 point, as the first rank is the most valuable.(30% vs 20% and 15%) Also, you only need 1 point to enable Frostbite procs.

Gonna level with fire(because you get ranks of fireball 2 levels sooner than frostbolts) the first 30-40 levels. Then switch to AoE frost.
