It's been brought up a few times, but essentially what seems to be happening is if a mob is immune to an effect of the spell, then it also becomes immune to the entire spell. For example bosses can't be slowed, so now they are all immune to frost damage that slows. Totems don't take damage from dots, so now they are immune to all spells that have a dot component, even if they deal initial damage.
I'm not sure if the devs have acknowledged the problem, I don't use the bug tracker but if you really want it fixed, I think that is the place to go.
