Nostalrius Begins - Quality wow vanilla realm (1.12)

I am playing elemental atm, just for lols in pvp. This seems to somehow affect Frostbite and Impact procc rates meaning they dont procc at all. I tested this further on some low lvl mobs. Frostbite procced after about 80 Frostbolts, Impact didnt procc at all. Is this a known bug or did someone else experience this ?

I get frostbite procs, however its the impact stun that absolutly never procs. There is for sure something bugged with impact.
