Is this cloak in the game then potentially in its current build? Just curious, as given having to invest a large amount of time farming it in Strat live, I could do with some confirmation before heading out to farm it.

I assume the random enchant will be +17-+33. If it's higher than 18, it beats Amplifying Cloak:

It should be +21 damage (+33 healing), which is pretty good.
Unless Nostalrius changed their values for some reason, we'll only know once someone gets one.
