Ok, so I hit 60 a few days a ago. Besides Boreal Mantle I have no other pre-raid BiS gear atm.
I'm Rank3 and have 280 tailoring.
Yesterday we ran Stratholme Undead side, but alas, no drops for me.
So what are the quickest wins for me:
- Quest rewards?
- Grind/make gold and buy BoE world drops? Saving up for epic mount as well (200G atm)
- Run instances (in the process getting Runecloth to level tailoring)? Which instance, for what drops/slots?
- Run battlegrounds to rank up and get those rewards? What BG?

One quick way to get some gear when you ding 60 is to hit honored with Alterac Valley. You'll get a Cloak, a Belt and an MP5 neck. Even better if you do it during an AV weekend, but one just ended.
Craft yourself a Dreamweave Circlet and other random cheap spellpower gear off your tailoring maybe.

Max your tailoring, get the robe of the archmage recipe either from running LBRS or just buying it off the AH, farm the mats and make that. Run UBRS and LBRS for skyshroud leggings / hands of power / briarwood reed / head from rend event. Begin pvping NOW and make sure you get around 100k honor per week (more than that is likely going to be a waste) so that you can hit rank 7 asap for the gloves and boots. They are really good.
after that, find a MC pub / apply to a good guild and begin grinding plants in DM east. Welcome to the mage life.

Uh... farming mats for all that stuff and doing 100k honor per week on top of that isn't exactly fast, you know...
I would say:
- UBRS Jed+Rend farm runs - easy BIS trinket + decent boots
- Magistrate farm for the hat
- first boss DMN farm (if your group is very fast you can do 1st + 3rd, otherwise you'll run out of instance resets quickly) - wrist piece
- songstone of IF / eye of Orgrimmar - you can do the whole chain while leveling (you need Ony chain anyway and it's the same place), do the final quest when you hit lvl 60, single emp run, guaranteed BIS ring
- craft robe of winter night, that's cheap and you don't need to level tailoring
- honored AV for belt/cloak
- gloves are a bit of a problem but you can get dreamweave very quickly, they're cheap af and good enough (don't compare to gloves of power but you want speed, right)
- leggings - this sucks, there's basically no decent alternatives to skyshroud from LBRS
- 2nd trinket - get yourself an LBRS Wyrmthalak rush run, then finish the 2nd part (UBRS) when you're finishing Onyxia chain - free Eye of the Beast
- weapon - the fastest is buying staff of Jordan but you probably don't have the money right off the bat
DMN tribute staff is faster than Mind Carver + looking for an offhand
There. You can get it done in 3 days if you're lucky. No 20 hours of money grinding, no leveling up professions from scratch, no nothing.

Mind Carver + Spirit of Aquamentas (quest reward from Un'goro Crater) is a decent weapon alternative assuming you're able to finish that questline! I personally did it while leveling so I had it ready when I dinged 60.
Getting a Flarecore Leggings crafted for you right away is one method of avoiding needing to farm Omokk in LBRS. I personally hated farming that boss, so I did this to avoid doing so. It is something that you will use for a very long time, but might be out of your price range. Check that out and see.

True, missed that.
Flarecore instead of Skyshroud is a good idea provided you have the money. You should be able to get it if you skip 100% mount for a while
