I lost 2 Tarnished Elven Rings & a Rod of the Ogre Magi I looted from DM Tribute during the restart any way to get them refunded?

Staff only restores epic-quality raid loot items. This is also mentioned in the Terms of Use.

Anyway you're a hunter, even if they did why the would they restore a Staff of the Orge Magi for you if all you're going to do is vendor it. Just continue solo farming that place (as you clearly were) and go about your day.

No matter if an item is hard come by or not he has every right as any other player on this server - As long as it falls within the rules that are announced.
