An issue regarding honor calculation

Hello there I just came home from 3 weeks break when i did not get one single HK and realized that i lost about 7500 rank points.
I came home this monday and noticed that i lost about 5k rp, i though that it was caused because of my pvp activity during my last pvp week wednesday before recount. I though that hks made before recount were for some reason assigned to another week that i had break, but when i logged in today i noticed another rank progress loss.

It seems to me like combination of 2 bugs.

At 1st I should not get decayed without 15 hks per week

And 2nd bug is decay value itself, it should be 20%, but it's about 9% from my calculation.

I Would be thankfull for some response, i already wasted 3 weeks of playing for this issue and tbh keeping an eye on whatever around nostalrius might be waste of time if i get negative answer. Not just talking about getting back my lost rp, but more like about getting decayed for not playing at all.
