Bugged pre-raid Quest. Been stuck for 2 days now. Send help

The quest Scarlet Subterfuge is bugged to the point where nobody can do it and there are a lot of players just waiting around hoping it unbugs.

Highlord Taelan Fordring just stands to the left at an angle, clearly bugged. The bug seems to happen if someone manages to turn the quest in to him (which is done by taking off the disguise and attacking the guards) after turning in the quest he goes "noooooooooooo" then moves to his bugged position.

Can a GM fix this NPC?

umm... no. you start the escort ("in dreams") at him, but turn the completed Q in to Lord Tirion Fordring <Order of the Silver Hand>.

guess you're doing it wrong. maybe thats what bugging him. ive completed it a week ago.
