Register Guild Charter?

I have gotten 9 unique signatures for my charter but when I try to press "Register Guild Charter" nothing happens. Nothing at all. I have tried the Guild Masters in both IF and SW.

Does anyone know what might be causing this issue?

When you're ready to register the guild, make sure the charter is in your primary backpack and not an additional bag you bought or looted.
