[BUG?]Squire Rowe

So I completed the Marshal Windsor escort out of BRD, then went to the Stormwind gates to continue with the second part of the escort.
I came there and someone had already spawned Windsor, who had a question mark above his head so I completed the turn in by talking to him.
Then the other guy started the escort before I did. I thought I'd just spawn Windsor once more, by talking to Squire Rowe near the gates.

Problem is, I can't see Squire Rowe, I've been waiting for about half an hour, spamming /tar Squire Rowe.
He's not spawning, so I can't start the Windsor escort.
Checked online for Rowe's respawn timer, it's supposed to be 5 minutes.

Kind of worried I screwed myself by talking to Windsor before Rowe.
How can I get your help on this?

Is Squire Rowe there, and just invisible to me, since I already talked to Windsor?

I completed it as well and can't see Squire Rowe. Haven't talked to windsor or any similar shenanigans. He just doesn't seem to be there. Im just standing at his spawnpoint like an idiot wondering where he went and can't finish the chain. pretty annoying.

Can we actually get assistance on that? Is that the sort of thing where it's assumed we need to wait for a server restart or what?

i waited for him and wasnt there, came back later and he was right there, just have patience.

His spawn rate is fairly slow and if someone else is doing the quest or just finished it, you need to wait, as vathdaar said.
