Opening the box in Goldshire seems to be bugged since im not receiving any letter.

I was having this same problem for days. But then finally yesterday I was able to loot the letter. Only thing that changed was that I was lvl 30 when I successfully looted the chest(I was lvl 29 when it didn't work). So maybe it is a lvl thing? I would suggest you try looting it after getting lvl 30.

Its not a level thing, there is a bug where the item doesnt respawn in the chest correctly. The item reappears in the chest roughly every 2 hours, meaning only 1 person can get the item every 2 hours, a similar bug is happening with the Relics of Wakening on Teldrassil.
