I have a problem

I cant to the Libram of Focus Quest

I did already the pre Quest but the NPC wont give me the quest for the Libram shit ..

Just to make sure: You have done your faction's Elven Legends quest (http://db.vanillagaming.org/?search=Elven+legends) and have tried to obtain Libram of Focus from Lorekeeper Lydros in DM North/West? (http://db.vanillagaming.org/?npc=14368)
