Cannot create a guild.

I've attempted to hand in a guild charter after I got the 9 signatures needed, but neither of the Guild Master NPCs react when I click their option to hand in the signed charter.

A couple notes: this is on my NE alt which is level 18 atm and at the time I attempted to create the guild. Furthermore, I've tried with all 3 Guild Master NPCs in Darna, IF and SW and all of them has the option to hand in a signed charter - but neither react when I try to hand it in. Nor does any error message pop up.
Honored with Darna, friendly with IF/SW.

Please help! Is it a bug that prevents me from creating my guild or is it just me being clueless about the game? Thanks in advance!

I recall reading a thread where some guy was having this problem... issue was that the charter was not in the primary backpack but rather in one of the additional bag slots.

is the charter in your primary bag? if not I suggest trying that.

It's a known issue having the charter in an additional bag slot and not the starting backpack causes you to be unable to create a guild. Move the charter to the primary backpack then try to turn it in.
