The fastest and most effective way to handle potential problem players is to open an in-game ticket; if you supply all the information (Player name, the violation they are committing, links to screenshots or videos of the offense in action, etc.) in game, a GM can take near immediate action and investigate/resolve the issue in a very discreet manner without any interruption from other players.
You can also make a thread on the forums to report it, but the forums are public and they invite a lot of additional eyes and ears to the problem. It's like when players report botters and the offending botter finds the thread here on the forums and argues they were only "testing a new macro" or disabled all their chat windows so they wouldn't be disturbed. GMs will also often thank the user for their report on the forum but ask them to open an in-game ticket next time.
