Cannot create in-game account

Hi, I'm trying to create a user account at https://en.nostalrius.org/#iwannaplay
However, I get the notification: "Account Creation Limit Reached", is this a bug or have you disabled account creation?
Any help would be greatly appreciated

Account creation isn't disabled. Try using a proxy to create an account or create an account through your phone if you have a data plan on it.
