Guild Charter Bugged

Hello, i bought the guild charter item in order to create a clan, i got 4 signatures or so but i don't know why the item now doesn't work, i right click it but nothing happens.
My char name is Eidriel.

Try making the sure the charter is in your primary backpack when you're ready to create it and not in any of the additional bag slots.
