level 31 horde camping quest npc in westfall

as u can see in picture ofeni camping npc i have been here for 3 hours now trying to get an alliance to help fight back is this bannable or atleast warnable ?

another screenie u can see his corpse right by npc corpse we got a 60 ally to kill him but he killed the npc first.

It's warnable per the Terms of Use but I don't think 3 hours is sufficient. The rule mentions "extensive" killing of "important" quest NPCs. I think if he was camping it upwards of a day, maybe, but not for just a couple of hours.
