I know they are in the game. I've seen nightscape boots and pants in the AH, my question is: why can't I learn these patterns? If they're supposed to be taught by trainers, then why don't they teach it to me?

You have to go to the proper trainer

Any word on why the quest giver in Ferelas will not allow the turn in of the quests?

I have gotten all of the requirements for [45] Wild Leather Leggings, but it will not allow me to actually turn in the quest. My quest log even says it is complete but when I go to turn it in the "complete" button is still greyed out.

Abandon quest and pick it up again. It's a bug with quests involving items acquired via trade, the mailbox, or your bank that's been around since release.

Any idea why i would not be able to pick up the wild leather helm quest? I can see all the other quests, but not that one. Weird.
