Mage quest not available?

The quest "Magic Dust" given by Archmage Xylem in Azshara, which starts a quest chain for my level 50 mage, isn't showing up at all. I've done all the prerequisite quests and yet there is no "!" above Xylem. Is there a solution for this? I'd love to finish the chain. Thank you.

This is working as intended as the quest is currently not in the game and will be added on patch `1.7´
