Secondary Account isn't logging in. Why?

I have been wanting to make a second account to test out PVP between 2 of my accounts. I registered the secondary account, and for some reason I haven't been able to log into the game on this account.

Why isn't the second account logging in?
How can this be resolved?
Am I allowed to have 2 accounts?

Are you getting a "Disconnected from Server" message as soon as you try to login? I'm having the same problem, but with my first and only account (new player).
