Can "lower leveled" characters not loot high level chests?

I have parked my 30~ rogue alt in a place where a chest spawns in EPL. It spawns in a tower and no fighting is needed (and as such i do not use any exploits etc to open it).

What is weird though is that i can open the chest but no loot window appears. Is this meant to be the case and if so which level do i need to be in order to loot it?

If it is not meant to be like this, any idea for how i can fix the problem? I can loot the chest on my level 60 on the same account just fine.

Well i can't stop it as it seems impossible to loot the chest for me. But out of curiosity, why would it be cheating?
